
Beam Consulting Group was founded on the principle that prioritizing a few select projects and focusing on issues we believe in is more important than boasting a long list of clients. This boutique approach allows us the flexibility to dedicate the time and energy each client deserves. We don’t view ourselves as just another outside consultant; we pride ourselves on being an extension of our clients in the statehouse, filtering out the noise while keeping them apprised of the relevant information they need to make decisions and take action.
As former staffers for legislative leaders and Congressmen, we deeply understand the legislative process and what it takes to get a bill over the finish line. Our goal is simple: deliver results for our clients. We view it as our responsibility to equip our clients with an honest assessment of the political landscape, connect them to the policymakers, and, most importantly, assist them to develop and execute a sound strategy on their behalf.

Emily Beam // Principal
Emily has worked in and around government since 2018 when she got her start working in the Governor Jeff Colyer Administration in the Boards and Commissions Office. That year, she also joined the Governor’s re-election campaign staff as a Finance Assistant where she played a key role in the campaign’s fundraising efforts. In 2019 and 2020, she then served as the Finance Director on Former Lieutenant Governor Tracey Mann’s successful congressional campaign where she planned over 15 fundraising events, creatively due to Covid restrictions, and raised over $1.5 million. Following Congressman Mann’s election, she moved to DC to help establish his new office in January of 2021. Emily continued to work for Congressman Mann as his Operations Director for 2 1⁄2 years, managing his relationships, schedule, and daily preparation, before moving back to Kansas to start her next adventure.
In April 2023, Emily began representing the Kansas Credit Union Association in the Kansas Statehouse, as well as managing their PAC and Grassroots operations. In this role, Emily coordinated multiple successful advocacy events including a Credit Union Day at the Capitol and two Washington, D.C. fly-ins. While with the Kansas Credit Union Association, Emily also successfully lobbied the legislature and Governor’s Office for the passage of HB 2561, the Credit Union Modernization Act.
In May 2024, Emily achieved a lifelong goal of becoming an entrepreneur and established Beam Consulting Group, a political consulting and lobbying firm.
Emily has a strong work ethic and close relationships with the decision-makers in Topeka and plans to use her energy and strategic mind to work on behalf of clients she believes in and cares for.
Emily is a native of Wichita, Kansas graduated from Kansas State University with a Bachelor of Business Administration with an emphasis Human Resources Management.

Cale Beam // Principal
Cale began his career in Kansas politics in 2018 when he worked on the successful reelection campaign for then-Attorney General Derek Schmidt. Following the election, Cale took a position on the legislative affairs team for the Kansas Contractors Association. While there, he played an instrumental role in the passage of legislation to modernize tolling statutes, ensure owners of electric vehicles contributed to the state highway fund, and the development and funding of a new 10- year comprehensive transportation plan, which became known as the Eisenhower Legacy Transportation Program.
In December 2020, Cale moved to Washington, D.C. and began working as a Legislative Correspondent for Congressman Tracey Mann. Within 7 months, he was elevated to the role of Legislative Assistant, where he worked on healthcare, financial services, tax, and budget issues on behalf of the Congressman. While in Congressman Mann’s office, Cale drafted multiple pieces of legislation and dozens of pieces of official correspondence to congressional committees, executive branch agencies, and the White House.
Cale returned to Kansas in 2023 to serve as the Legislative Director for the Kansas House Speaker, where he assisted House leadership in the development of their legislative agenda and worked to achieve legislative victories, including the passage of comprehensive tax relief, provisions of the state’s $25 billion budget. In December 2023, Cale took the job of the Chief of Staff to House Majority Leader Chris Croft, where he managed the floor schedule for the House of Representatives, worked in conjunction with committee chairs to identify legislative priorities and developed messaging for the Republican caucus. In December 2024, Cale joined Beam Consulting Group as a partner.
Cale is a native of Topeka, Kansas, and graduated Magna Cum Laude with a Bachelor of Business Administration degree in Economics and Finance from Washburn University.
